This is a rear outer fender for a 1983 Honda VT750C / VT750 C Shadow and a 1984 - 1985 Honda VT700C / VT70m C Shadow . These two models of motorcycle are almost exactly the same, but for 1984 and 1985 they were bored under to beat Harley-protecting import tariffs. The metal rear outer fender is in pretty good shape with only minor scratches. All wiring brackets and mounting holes look good.
